Default 2lb diff in boost pressure

i have the evc set to 17.8 lbs and the guage on the car and evc both read 15lbs. i know that the waste gate acuaters are spot on at 90 kpaand both open fully and im sure of no boost pressure losss. can it be a evc issue with gain are a peak boost issue.
